The composition is nice. I would suggest to work with the levels adjustment ...I think the shot could use a clear "white" and "black" - to potentially increase the overall tonality. Next, try adjusting the contrast either through Curves (slight S-curve) or directly through the contrast adjustment. Lastly, try working with individual color sliders for hue and saturation, as I think a little crisper green ad blue would work nicely. Just my 2 cents :-)
I think the HDR treatment has helped in some ways (though I prefer the original), but I don't know if there's photographically anything here in this one. I do like the three or four different planes, but there's no center of interest. The buildings in the background are too small. I guess there should be someone posing here to spice it up?

I think you are right. There might be a way to make this work, but the skyline is just too far away. A person could help, but I think that would be a different photo. I tried a long lens (200-500mm) but it was too hazy.
Both shots are HDR. The one without the structure dead center was pp of the other shot, in case that matters.
Yeah, this is a difficult shot. These things look gorgeous when you are there, but it is hard to photograph them in an interesting way. The long shot is interesting, but there just isn't anything in the normal shot that is likely to make it compelling to look at no matter what you do to it. Sorry, that is my vastly inexpert opinion.
