I think you are right. There might be a way to make this work, but the skyline is just too far away. A person could help, but I think that would be a different photo. I tried a long lens (200-500mm) but it was too hazy.
Both shots are HDR. The one without the structure dead center was pp of the other shot, in case that matters.
