4x6 file size-

questions-
1- from a jpeg 12 [10.8mb] photo file, that is "image sized" to a 4x6 at 300 dpi, one winds up with a 2.38mb file. what is about the smallest file size a 4x6, that is going to print, be brought down to and still have a good quality print?
2- this 2.38mb file after applying usm "jumps" to a 2.79mb file. why is that?

A 4 x 6 print at a printer resolution of 240ppi (Good Quality) produces a picture file of about 3.96MP.
USM should make absolutly no difference in file size.
