what camera to buy

just want to start off that I am new to the forum. I am looking to buy a Canon SLR camera and wanted to know which model was the best bang for my buck. I am looking to photograph wildlife mainly waterfowl at long distances. I also want to tell everone that my brother has a 300m telephoto lense that I can use. He currently has a 30D. I wouldlike to spend a few hundred for a body and maybe a 20mm-70mm lense what would you go with? Would you maybe go used? where would you purchase a new or used body?
