IMHO..People seem to be the same everywhere. :=(

This is something that annoys me greatly and something I can't stand. One thing that also amazes me is when I ride my bike the amount of empty beer bottles and cans on the side of the road I see. There are a lot of people drinking and driving out there.

I think it is a mostly world wide problem, but it probably depends on exactly where you are, some areas are very clean and orderly, while others are garbage dumps and sess pools.
