Actually, in Oregon you can make a left turn against a red light if you're either going from a one-way road to a one-way road, or from a two-way road to a one way road. I only know that last one because I recently had to re-take the written exam, and it was the only question I missed. In light of this, those signs make more sense.

Same here in Illinois, unless one of those signs is posted. That, or I've been lucky.
