Oh and in Belgium they don't bother with the sign.
In France, they hide them in the bathroom usually.

Personally, I'd smoke...the ashtray is there to be used....I hate seeing an empty ashtray and I want to avoid therapy

We go to the trouble of booking a non-smoking room ...

In the UK, they hid the ashtray in the drawer, sprayed what smelt like a whole tin of air freshener in the room, then try to sell it as non-smoking. We're not fooled, Angie's asthma picked it up immediately

Oooh no, it is a specially produced, perfectly fitted (teutonic engineering), warning notice for the ashtray in a non-smoking room.
Not-so-subtly reminding people they ought not to be smoking.

I can imagine a smoker having little trouble with no ashtray, just using the floor for the ash, and the toilet for the stub. I've stayed in places like that (yeuch)

But this must be torture to a smoker

to be honest SW, If I see an ashtray I use it, I don't look to see if has something printed on the bottom.
Friends and family know how I am feeling by how much I smoke, the more the pain is bothering me the more I resemble a smokestack
