Bright colors in the city center, and they've got harsh light on them too! The nearly direct overhead light is creating a color shift and that is accentuating the bright effect on the tulips.

These are gorgeous to see downtown! Now all that needs to be done is to shift (in the RAW file) the color temp in Kelvin(K) to allow for the higher temp. It may approach ten thousand K or slightly more at that time of day.

Try a custom White Balance off the shirt of the man along the right edge of the photograph; from the .NEF RAW of course for the best results. WB on a JPEG with these conditions won't do a lot.

I still like it and personally the tulips look kind of cool glowing in their fenced in enclosure. Ah, Daley and his wrought iron fetish.
