The 'cheaper' Photoshop would be Elements (combination Lightroom & Photoshop). There isn't much PS does that Elements doesn't. Lightroom's strength is with its totally non-destructive editing. It doesn't change the image, it just 'remembers' what you did and does that again the next time you open it. - TF
