I think this might be too dark, but something seems to be missing. Any ideas?

I agree, it is too dark and lacks contrast. The fence in front almost says "do not enter".
Photo's should be welcoming, inviting the viewer into the image. Is the fence the subject? If so, crop out the rest. However I don't think it has enough interest. If the building is the focus of your shot, then get rid of the fence and most of what is left of the shack and a bit to the right. But most of all, what were you trying to say with this photo?

When I saw this photo on my other screen it was really dark. I improved that, but I still have problems with it. I think I liked it originally because it served as a memory for me. This was taken on the Blue Ridge Highway on a very rainy day, I kept wanting to get back to the interstate, as fog settled in thickly in some areas. I also kept looking for a good place to shoot but had a bit of a schedule to meet. Anyway, I think the memory is stronger than the photo.

Yep, def too bright, especially considering the day.

Well, it seems a little drab tonal wise. The middle grays are too dark. Maybe brighten it up 1/2 a stop?

I think the flat angle taken on the foreground fence is hard to make work in most situations, as it seems to cut the picture off into multiple parts, without any apparent benefit in this situation. Not sure what would have worked w/ that as an alternative.

The barn is placed in a good spot in the photo, but it's too small and obscure. Maybe it would stand out better if it were larger and red?
