Some kind of hawk.....

I was driving down the road and saw this guy flying today......the picture is not great but he was flying, I was in my car on the side of the highway and he was pretty far up there....... anyone know what he is? I tried to get a good belly shot but I don't know my hawks well at all regardless...........
