1/4 second f/3.5 means there wasn't much light, so the flash 16 is incomprehensible (unless it means off).
The exif information is stripped out of the image though.

Could well be done with a tripod, point and shoot (9mm = 53mm) and a lot of luck.
Surface might be a dark metallic blue car, and in winter at just the right time you might get this.
And the P&S would explain the DoF.
Pretty good shot, and well spotted at that scale, I'd have to be wearing reading glasses to even see that !

Pentax X90 is a SLR-like P&S. Looks like the lens goes from 4.6mm to 119mm (eq. 26-676)
