Am looking for advice on how to take a digital pic of an image on a TV screen suitable for uploading to a web site. Any tips?

Taking the pic of the TV screen is simple enough. Do not use flash, and set the shutter speed to 1/30.

However, posting such a captured image on the web can expose you to copyright infringement.

The advice you already got is not incorrect, in fact, that was the standard way to shoot screen shots with film, the reasoning being that any shutter speed FASTER than 1/30 would pick up the scan line between video frames, a long dark diagonal mark across your pic doesn't look good.

The down side to using the slower shutter speed is that if the on-screen subjects are moving, then they themselves may be blurred a bit in the shot.

With the advent of digital editing in programs like photoshop, the diagonal scan lines are now fairly easy to edit out...

With that in mind, I would recommend trying a faster shutter speed (faster than 1/30 that is) to get a much sharper pic and then cloning out the scan line.

As for legalities, you could probably do some online research to find out what is and what isn't permited. Seems to me you may be able to post some screenshots if the use is non-commercial, and certainly if it is your own video images.
