It looks like a dragonfly when it flys, but it flys very very slow...

not sure what this is, can anybody ID for me?

Looks like an Alder fly (Sialis lutaria)
But that's a British species so I wouldn't expect I've got the ID exactly right.

Carnivorous, attacks aphids (good for rose gardeners)
Usually found near water

Got me what it is, but I've seen them before. It does look like an alder fly in a way(google image)

its body is much more slender than the alder fly, it almost looks like it is a damselfly, but with a different head. it can curve its body under, like the damselfly.. idk what this thing is.. it was about as long as a CF card is wide...
