What do I need to do better to capture the rider clearer, as in no blur. Do I just need to pan better?

Faster shutter speed is always one way. Also, I'd say the shot you posted suffers from a slight flash underexposure. The bright reflection from the fork sliders may have fooled your flash metering and caused it to burst say at least half stop too little light, thus not freezing the subject...
