I didn't actually see the original article so can't vouch for its validity, but whoever did the work didn't use a light touch!

That my friends is why photoshop filters are evil.
(I joke I joke, I kid, I kid,....maybe...who knows?)
For all you stargate fans, looks like Ms. Rice got a Goa'uld in her head!
Yep - valid. They've since reposted a normal photo (http://www.usatoday.com/news/washington/2005-10-19-rice-congress_x.htm) along with this:
Editor's note: The photo of Condoleezza Rice that originally accompanied this story was altered in a manner that did not meet USA TODAY's editorial standards. The photo has been replaced by a properly adjusted copy. Photos published online are routinely cropped for size and adjusted for brightness and sharpness to optimize their appearance. In this case, after sharpening the photo for clarity, the editor brightened a portion of Rice's face, giving her eyes an unnatural appearance. This resulted in a distortion of the original not in keeping with our editorial standards.
But yay! Spoooooky - just in time for Halloween!

Photoshop doesn't kill photos, people with Photoshop kill photos!
Didn't notice much differance. She still looks like she's spotted a baby she wants for lunch!

That's just WRONG!!!!
And the big news agencies wonder why they're losing market share and their profits are declining. If the American people don't trust you, loss of market share is inevitable.
