Any clue how this could happen?

The image is blurry, except for one thing. The only thing I did in Photoshop was Size it down.

Anyways, its some melting snow falling into a puddle on the ground.

Since the center looks fairly well focused, and everything around it is blurred, I'm guessing that when you pressed the shutter release, you pushed down on the camera. Essentially, the camera "rotated" around the center, causing everything but the center to blur.

It doesn't take much movement to blur an image. Practice releasing the shutter gently. Using a shallower apeture for more shutter speed with also help. If you used f16 here, you would have had 1/125th of a second shutter speed.

    My two cents.

It looks like a diagonal movement, not a rotation.
The sharpness is probably water that was moving in the direction the camera was moved,

Got a friend that does it all the time. When you arre ready to press the shutter, try gently rolling your finger, instead of pushing down.

Wait wait wait, Are we on the same page? Am I the only one that notices the thing that looks like a nuke launching?

Other than that, Yeah, I'm not the best at not shaking the camera....
