Photo Printing Software???

I am looking for an easy to use program for printing photo's. An example of what I would like to do is take my pictures captured from my canon rebel xs and make a 8x10 print. I would ideally like it to give me the 8x10 template and let me insert my picture into it and let me resize and frame the picture to my liking. Any thoughts?? Preferably not too expensive. but $50 is probably a good range. But suggestions for more expensive will be considered also.
