a step to the right

One step to the right and the foreground blur is gone.
Is it better with, or without, the blurred grass heads in the foreground?

I know what it needs, a moorhen in the base of the reeds in that curved patch - but would it cooperate and swim in there?

Without gets my vote as well. It's too small and too blurred to really add to the shot.
