    It is unclear to me what the subject of this image is, I could hardly see anything. You called it "monsoon" but the impression I get without reading the title is just an ordinary cloudy and rainy day out there.

    The composition as the others have said let this photo down.

    You need to simplify the composition because to me the two drops the splash on the left and the drip on the right are too far apart to make this work. There are also too many competing lines coming from the rail.

    However, I think your goal of getting the drip and the splash could work if zoomed into and if they were close together.

    The other issue is there is a load of pp work needed to boost the brightness and the contrast to make this a clearer image.
