I like the multiple layers but then I somewhat agree that the city in the background draws significant attention. You might want to crop the top part of the frame to simplify things and you would ends up with a valuable picture that would be easy on the eyes but then you would loose the layers complexity that makes that shot really unique.

To sum things up, I like this but I think that I would try to slightly burn the "city layer" which is significantly brighter than the rest of the frame.
