    Frozen Solid.

    Took This Photo On A Cold Overcast Day. It Was Very Windy And Snowing Slightly. Tried To Set Exposure To Capture Some Snowflakes Falling. Battery Ran Out.

    I think you got the exposure right.
    The wind has caused all the reeds/grasses/cat tails to be blurry.
    It is a good place for photos. I would like to suggest that instead of trying to capture the big scene, which leaves the viewer with no particular focal point, you can try to catch the essence of the scene by capturing a small part of it.
    Otherwise it needs another element such as a boat, animal, or person or even ducks on the water/ice.

    You know, taking pictures of these winter grass-scapes is difficult. I think I would prefer it if the grass were saturated about 10% more.

    It is an interesting composition, but the subject is really the composition itself. So I think it needs more punch.

    But I could easily be wrong.
