I like both of these photos. The top one is a little hazy but It's nicley framed. I love the effect you got in the water.

the top one - yeah, little bit hazy, and the trees on the bottom third of the frame arent really doing it any favors either. The peppered lights look really cool and the spot lights and larger building add a great balance to it. If youre doing any post proccessing id do some noise reduction on it as well - particularly for the sky.

on the second one - I think it ssomething that had some great potential but whats hurting it for me is the angle - it looks like it was taken at an inclined angle, and because the water is something better viewed from a declining angle, that really hurts what you can see in this image in my opinion. i think something that couldve saved it was a closer subject - like a bottle between the camera and the edges of the fountain (or of course, a declining angle).

I'll blame that on the pollution.

The Top one I feel that it is overexposed, but the fountain's exposure is right on. Both are nice photographs I really like the fountain.
