    This part of a large water tank. What the "F" is for, I do not know. I think the arrow is pointing to the valve. The rigging is what attracted me to the image.

    Fill gauge. It's attached to a float inside the tank. As the tank fills the float rises, lowering the arrow down toward the "F" for full. the remainder probably had 1/2 etc marked on it.
