Yes, it is too dark. Actually, it is not so much that it is underexposed but really just a matter of there being inadequate light hitting your subjects. Be aware of the lighting conditions around and in your frame. In this shot, the only thing that might have helped is using some fill flash. It would be a tough one in this situation because the flash would also light up the bright areas of the water creating a distraction in another way. Sometimes you just have to wait for a better lighting situation
Afraid so. I think its one of those 'if only' shots as it could have been a great shot if only the light were a little better. That's an interesting duck, I've never seen before and the red around its head and the read feather in the water tie them together.

You may want to photograph the duck against a lighter background. The dark background does not help your image. Alternatively you may shoot a lighter colored duck against a dark background.
Too dark and too much contrast. You might try a tighter crop from the bottom and a slight crop from the right to remove some of those really contrasty and empty areas.
Thanks to all for comments! I know it's too dark, I just really liked the feather (which I didn't even see when taking a picture) and the water patterns. I tried making it lighter in photoshop but it doesn't seem to get any better, so I guess I will make another attempt sometime on a sunny day =)
I too like the feather and the patterns on the water. I'd crop the duck out entirely and
focus on the other elements. The feather in the water is very creative. If the feather wasn't there floating underneath and creating a ripple I'm not sure I would even know that was water. Cool.
