This image has held my attention for a while now, so in that regards it is successful. I think zooming out to get more of the building would add further interest. Giving us more of the relationship between the cleaner and the height and scale of the situation might make this even more interesting.
Not sure if zooming out is the answer (would be worth a try to see though), I would try cropping out the thick horizontal below him and see how that looks, and perhaps some or all of the darker window area on the left. It has a lot of snazziness to it imo, and the reflections give one a lot of info.

With the dark windows on the left it looks like they have not been cleaned yet. As the cleaner works his way to the left it gives the impression that the reflection will appear when cleaned.

If I opened up the frame any wider there were lots more distracting reflections and I seem to like the simple......
...and buildings in DC just aren't tall enough to really be impressive in that respect.
I really like this shot. I was half expecting to see the Washington Monument somewhere in the reflection.

I like the thick horizontals (top and bottom) work fine for me... they kind of frame the man.
The only thing i would suggest is a very small crop from the bottom or simply cloning out that extra annoying steal piece on the bottom right corner!
And top left too!
