Nice strong colors here. The fountain (I assume that's what it is) seems somewhat blown out but that's kind of a minor thing. This would be awesome without the fence, but then, that's why you titled it what you did.
    Welcome to PR.

It's kind of hard to figure out what your main subject is in this image.

If it is the gazebo and fountain, then maybe the center of the frame is not the best position for them.

If it is the fence, maybe you should have pulled back a little so that the both top and bottom were included in the frame, or moved in so that the top of the fence was not visible.

There is just something that is not working with this image and it's hard to put my finger on it. And, that branch/stick really should have been moved away from the fence (it's very distracting).

This doesn't work for me for several reasons, but first what you could have done:

Taken the picture with the two trees (palms) at the edges of the frame in portrait mode. You still have a difficult lighting to get the fountain from blowing out so take 2 photos one for the fountain and the other for the rest and then combine using an image editor.

    My opinion of whats wrong:

    1. No centre of interest - my eyes keep wandering to find something.
    2. the water fallis blown out and attracts the eye
    3. the fence is not really that interesting and leads you out of the pciture
    4. the building on the right is over powering the gazeboo

Sorry to be so harsh - keep posting and you will improve.
