Judging from your sig, you use photoshop right?
if so here's what you do:
1. Double click on the layer in your layers palette.
2. Click ok in the box that will pop up.
3. Your layers name should go from "Background" to "Layer 0"
Once that's done.
4. Up on top, where the menus are, click on View, then Show Ruler. (command R or control R)
5. Higlight your layer
6. up on the menues, Edit -> Transform -> rotate. (command T or Control T)
7. Drag a guide from the ruler down to line up with one of the end points of the horizon (where the horizon leaves your screen, either far left or far right)
8. Grab that middle axis point (it will show up once you're in the transform mode) and place it were the guide and the horizon intersect (again far right or far left, depending on your choice from earlier).
9. zoom out of your image and expand your works space and rotate image till the horizon lies on top of the guide you set up.
That's it.
I really like this image, it has a very nice mood to it. good job.
