No pun intended, but (Spring) June is the primary time for Whitetail deer to be in velvet.
In the Northern part of the US it's a little earlier. It really all depends on when they go into rut and other environmental factors.

Not to contradict you, but I see deer daily in NJ and they are birthing right now for the most part. I haven't seen a single button, let alone rack with velvet yet.
