buzzed red kite

Spotted on the way home after collecting the TS-E lens.
Even with the 20-200 on the E-P1 and GH-1 I need a longer lens than 400mm.
Maybe the Bigma in Olympus 4/3 with a 4/3 to mft adapter at 100-1000

Definitely a long distance shot, but the composition is fantastic! I love the scenery in these photo's.

I thought it would be a shot of an intoxicated bird but I see my thought processes are a bit warped.
Do you know what bird is buzzing the kite? We see this with hawks and crows a lot and others sometimes.
Is that another kite in the tree on left in second photo? Looks bigger than the bird doing the buzzing.

It's a Kestrel, I think.
I would like it to be something more exotic
