Adding a border/line on a section on my site

Using Adobe GoLive CS2, I'd like to add a border to one of my pages.

The site is www.scottmosherphotography.com, and I'd like to add either a border (or preferably) a vertical line dividing parts of my site and I cant quite figure out how. The line I'd like to add is the one between the Galleries/Portrait section.

I've added this attatchment to show how I'd like it added.

Also, I'm up for any critiques on my site, I'm new at this and could use the help
