I'll start this post by stating that this is a semi-educated guess. and could be off base, but:

I believe it a Leitz Wetzlar camera controller, used in conjunction with a highly specialized camera that takes pictures of microbial slides. Remember those pictures of bacteria under the microscope in your biology textbook? This controls a camera that takes those kinds of photos. I doubt that it's worth much without the associated camera, but who knows?
