How to make a camera can rotate in a bracket

I just got a used camera bracket for free from my friend, however, this bracket doesn’t allow camera to rotate 90 degree. Where can I buy some kind of adaptor or converter to drive the camera can rotate in bracket?

What kind of bracket did you get? Is it a flash bracket? If you could post a photo of the bracket, or a link to one on the web so we could see what you have we would be able to help you better.
