Correct, there is a compromise and if movement is a problem, you may end up only being able to use one and/or blending in one (or more) of the original non-HDR images. However the software (and manually, if that is how you do it) works better when there is a gradual change between the gradations it uses. If there were only two, it would have to compensate for a big jump every time it switched from using one to the other. It works better with many little jumps.
