Need a new camera, help please

I want a camera that is able to do different shutter speeds so moving things are not a problem. I mean not to an extreme like a car speeding past and it be perfect. Good zoom, good quality. I have been advised an SLR which are waaaay out of my price range. It is all for university which im pretty sure is for basic features and different lighting things. But would and ok P&S be fine as i am a total amateur when it comes to photography. i only really have £150 maximum which may sound stupid to you if that is way low for what i want.

Update: been looking around and looked at Bridge cameras like bottom end ones. This type is one i want. i have seen:
