MiniDV vs. DVD quality

a buddy of mine is thinking of purchasing a little camcorder to film a few comedy skits and stuff like that. but before he does that i want to make sure he knows the difference between the two in terms of video quality.

So in your opinion which has a better quality image when it comes to a minidv or a dvd camcorder?
