Help: spots on lens

there are all of these little spots on the end of my lens, i think it could be from using it at the beach. i got this lens cleaning liquid, but i'm not sure how to use it!
so if anyone could help me i'd really appreciate it!
Also, would a uv filter help with anything at the beach, such as make the picture more clear?

I have taken many pictures at the beach...First thing is ti have a filter before you go to the beach..A polarizer I have found to be of great benefit...Does both protect and enhance the pictures...As for the spot on the lens, is it in the inside out outside? What type of lens it?
