"China Wall" eye in the sky

I took this last night at the entrance to a nearby snowmobil park. This is the American River Canyon and the overlook is called "China Wall". I waited for two hours staring at dull grey skies waiting for the sun to set. For a brief 30 seconds or so the sky opened up and then closed as fast as it opened. I was able to get a few shots, here is one of them. Any critiques appreciated.

Everything seems a bit soft to me, as if a paint filter was applied. Horizon also seems tilted (though perhaps is it actually running "downhill" to the left). A couple clouds are blown-out but they are hard to capture without a white one or two. I like the way the two foreground hills are overlapping.

The clouds look much too over processed, and horizion needs attention. Great llocation though.

Isn't it a cool thing in nature that the colours never seem to clash...

    Sure looks like it's painted!

I think the sky and clouds are outstanding. I don't see how this could be any better, except that there's a CCW tilt here.

The foreground, however, is a bit of a letdown. Two things work against it: it's too dark and unfocused, and the way a few trees crack the horizon doesn't really do anything for me compositionally. Often the time though, you need to work fast to catch a moment, so I totally understand it being as is.
