I agree with Greg. When you shoot toward the sun at sunset, you really need to make use of a graduated neutral density filter to get more detail in the foreground without washing out the colour in the sky.
Thanks for the comments. What I was hoping to achieve is what the eye sees in these last seconds of day light. Actually, there is more light in the photo than there really was; the eye sees the spirs of the boats against the color of the sky and does not pick up detail below. But, I understand what you are saying and appreciate it very much.
