Put the images on a CD to archive them. These will basically be master copies, so you want the best quality here. Increasing the file size can be done later if needed so I wouldn't do it for a CD. Plus you're not adding any information, you're stretching out what you already have and Photoshop fills in the holes, so to speak. Decreasing the file size throws information away so don't do that either. I'm not familiar with the Kodak program, I usually use Roxio (standard CD writing software, probably came with your computer).
Viewing on a 30" TV should be no problem. A monitor should have higher resolution than a TV that big anyway, and 1024 x 768 monitor resolution works out to less than one megapixel. It's print size where resolution becomes important.
