Long or Short?

Same time, same place, different exposure.
So, long exposure that smooths out the water, or short ?

I noticed that the short exposure produces whiter light reflections, perhaps because the water spends less time reflecting the sky glow ?

I say long exposure. I like the smoothness of the water and reflections. As for the shorter exposure producing whiter light reflections, i do not notice that here. The short exp has more crystal like reflections because of the sharpness and detail captured in the ripples which might give the illusion of brighter white light.
The longer exp is more pleasing to look at.

Its all personal taste, I suppose but I, too, prefer long.

Tough choice.

I prefer the foreground and lamp reflections of the short exposure but for everything else I prefer the long.

Its a strange composition for me in that I would like to see the top of Westminster bridge, I think its cropped to tight on the top.

As for the the exposure - I am undecided because I like both. In the short exposure you have better definition in the lights on the bank whereas in the long their blown out. In the long I like the surface of the water near the pier but prefer the reflection of the short in the foreground.

So for me a different composition and a composite of the two.
