OK! Convince me that the bare feet, fit the clothes, umbrella and the rest of the shot!

Hmmm... I'd say why not! It may look a bit strange but I don't see how it hurts the shot.
I'd be more concerned about the flat colors and the lack of contrast.

I like the framing and the dof.

Why not! Seb, well because the rest of the shot suggests a girl who would not be caught in the rain, with less than appropriate footware that fit her skirt and fancy blouse.

The colours, clothes, and umbrella however fit perfectly.

That's a valuable way to see it. She certainly doesn't look miserable.
On the other hand, what I saw is a young girl who may decide not to wear footware just for fun. After all, she has an umbrella and it's not raining.

That would only fit, Seb, if she had the appropriate "playful" expression on her face. All the elements in the shot have to support the particular view.

Hey everyone...nice argument I happen to like young kids who are barefoot but you all make good points..

I can't figure out why my photo is flat and the contrast is so low...any answers to that?

Well, I don't agree that it is flat, however barefoot does not go with the serious expression on the girl's face.

If she was carrying some appropriate shoes and looking like she was really enjoying herself, skipping along perhaps then it would fit.

Colors wise, I would go for something betwen this and your original. The colors seems a bit too strong (especially the umbrella). I do like the enhanced contrast.
