Aside from some technical issues the photo has such as the blow out blank sky and clutterred cramped feel, the subject and context in which you took this is what is key and makes for a good photo. Good spotting this scene and yes there is definetely gray area in between.
I would crop out the top 1/4 to 1/3 of the image to remove that crane. Fun signs, some human element. I wish the woman was a little bigger in the frame (closer to you) but at least she's there. Colorful and fun.
