Web Publishing of photos

Curious, what constitutes "publishing" of photos on the web? Just posting a photo on a site, is that "published"? Or does it need to be with say a story/storyline of say an event of some sort?
Just curious about your opions on this.

Publishing, according to the copyright office, is the act of making it publicly available, in any form. Yes, by simply posting an image here or an your personal website, you are publishing the image.

I have heard some say the only way you are published is if you get paid for it, then others say what you did. It's one of those he said, she said answers I think :)

Money had nothing to do with it. I've had plenty of published photos that I didn't get paid for.

What these other folks may be confusing the issue with is when one claims photography as a profession. Many institutions (trade organizations, the IRS, etc.) require proof of income (over simply showing that you've been published) from photography to acknowledge that your business is legit...

No, the copyright office has made it pretty clear, if it's publicly available, it is published.
