That means that you need to check if the foundation is sealed outside; find out if there is a moisture barrier under the floor, and whether or not water is running near the basement anywhere. It can be very time-consuming and expensive to do this after the fact.

Anything I used to put in my basement storage-room ultimately winded up having that "basement smell" in it. The smell disappeared after basement remodelling and installing a dehumidifier.
