No, fog lights - the really intense ones that should mounted close to the road and carefully aimed. They light the road underneath the fog and can work really well. But they have to be aimed correctly and really only help in the fog. If they're aimed up because either they moved or someone didn't take time to aim them, then it's like shining a search light into your pupils.
