Here is the best I managed

I had a great opportunity to shoot a harvest moon over Santorini. I desperately tried everything I could think of ( bracketing, aperture, speed , iso) Can anyone tell me what the best way to capture this shot with out losing the town or the nightlights?

I think you are asking how to get this same picture without the moon blown out. You could do a multi-exposure and put them together with an HDR program. Or, since there is nothing around the moon, I would think you could do it with two shots and two layers in PS (or whatever you use).
Expose another shot for the moon (daylight).
Place this shot in a layer over the moon shot.
Erase this layer where the moon is.
