    Killdeer ?
    The illustration at Whatbird.com doesn't show the neck extended.
    But it doesn't say its natural habitat is car parks next to golf courses either :)

    We have lots of these in NE Oklahoma. I've been trying to catch one in their broken-wing act. I could get quite close to them -- until I picked up a camera.
