I'd recommend a lot of experimenting with shutter speeds, and you may want to try flash too but I doubt that will give you the results you want (maybe try a slow speed with flash, but the flash will light only what's closest to you). The 1/50 that Sebastian used shows some blur which shows movement, but not so much that you're not sure what you're looking at. It all depends on the results you want. Remember that since snow is white it won't meter correctly without some exposure compensation.
Do you have an example of the effect that you want? If so, post a link to it and we can probably give you some ideas for where to start.
