Help me choose a Camera to buy.

Hi, I am looking to purchase a camera that can take high definition pictures of cars or motorcycles that are on the road, riding and driving, or while im driving.

Are there any that can handle to take great still shots while your moving or the thing your taking a picture of is moving at a high speed?

Also if it could take a video, that would be nice.
My budget would be $300.
